Splits the current cell into multiple cells, covering the specified row and column span.

- toRow
- The number of rows to span.
- toColumn
- The number of columns to span.
Exceptions
- System.NotImplementedException: Always thrown until implemented.
Remarks
This method is reserved for future support of cell-span semantics (colspan/rowspan).
